Fix build with TeX Live 2024+. Again

The previous merge !1 (merged) request fix was merged too soon.

On TeX Live 2024+ the document doesn't build, with the following error:

! Package minted Error: Package option "outputdir" is no longer needed with minted
v3+; the output directory is automatically detected for TeX Live 2024+, and 
the environment variable TEXMF_OUTPUT_DIRECTORY can be set manually in other cases.

In order to make the source buildable by both pre 2024+ and 2024+ TeX Live version, I see no other way around guessing minted version before loading it. To make it the most "portable" possible, it is done in tex, without relying on the build system.
